A Shared Vision for Bilingual Education: UC Davis and Fulbright Taiwan Collaborate

As a leader in global education, International and Access Programs at UC Davis Continuing and Professional Education strives to create transformative learning experiences for students around the world. In May, however, leaders from UC Davis CPE’s leadership team had a unique opportunity to be on the receiving end of meaningful learning at the 2025 International and Bilingual Education Forum hosted by Fulbright Taiwan, Foundation for Scholarly Exchange. 

“This event opened my eyes, prompting me to view English language education through a new lens—it has been both inspiring and enlightening,” said Julie Greenwood, dean of UC Davis CPE. “We have gained a deeper understanding of the Taiwanese government’s remarkable efforts, in collaboration with Fulbright Taiwan, to advance English-Medium Instruction across K–12 and higher education. The strategic vision and commitment we witnessed speak volumes about the future of global education in Taiwan.” 

Greenwood and Nari Fujita, director of International Programs, along with international education colleagues from eight American universities—including UC San Diego, Yale University, Columbia University and Arizona State University—were invited by Fulbright Taiwan to learn more about Taiwan’s English-Medium Instruction (EMI), explore future collaborations and observe American grantees in their classrooms. 

A Partnership for Bilingual Advancement 

Since 2019, UC Davis has partnered with Fulbright Taiwan to provide essential training and TEFL best practices to teachers across Taiwan as the country works toward its goal of becoming a bilingual nation by 2030. 

“Through this partnership, we have welcomed and trained more than 180 Taiwanese educators, primarily from elementary and junior high schools, in EMI pedagogy,” said Greenwood. “These teachers return home equipped not only with enhanced skills but also with renewed passion, making tangible, lasting impacts in their schools and communities throughout Taiwan.”

Transforming Classrooms Through Teacher Training 

Bilingual education programs, like the TEFL Training Program at UC Davis, have played a key role in helping students from kindergarten to university gain confidence in their English-speaking abilities. 

“The most significant transformation I’ve witnessed is how these programs inspire students to develop a stronger interest in English and other cultures,” said Kelly Chang, director of Fulbright Taiwan, and an alumna of UC Davis. 

She added that teachers return from these trainings reinvigorated by the experience of being learners themselves. 

“This has led to a shift toward student-centered teaching, creating more dynamic and engaging learning environments,” said Chang. “UC Davis has consistently provided a safe and inclusive environment for teacher training, making it my preferred choice. Its tranquil setting encourages reflective teaching while allowing educators to absorb the expertise and passion of outstanding trainers. This partnership has been invaluable in strengthening our commitment to high-quality education and fostering continuous professional development.” 

Language as a Cultural Bridge 

During the forum, three former trainees shared their experience in the UC Davis TEFL Training Program, highlighting the transformative impact of language learning. 

“Language is far more than a tool for communication—it is a carrier of culture, identity and understanding,” said Greenwood. “In today’s interconnected and often divided world, cross-cultural understanding is not a luxury; it is a necessity. EMI serves as a powerful bridge, fostering global citizenship and mutual respect through education.”
